Regulating Mobility Vehicles: The 6km/h Speed Cap and Medical Certification

To curb the misuse of devices by able-bodied individuals, the Land Transport and Related Matters Act 2026 officially reclassifies mobility scooters and motorised wheelchairs as "Mobility Vehicles". The following rules were finalized during the parliamentary debate on Feb 4:

Speed Limit Reduction: From June 1, 2026, the legal speed limit for all motorised PMAs on public paths will be reduced from 10km/h to 6km/h. Existing devices capable of 10km/h can still be used until Dec 31, 2028, provided they are operated at 6km/h or below. After this transition period, all devices must be hardware-capped at the new limit.
Mandatory Certificate of Medical Need (CMN): Most users of mobility scooters must obtain a CMN through an Assessment for Mobility Scooter (AMS) starting from Feb 27, 2026. Enforcement will begin on June 1, 2026.
Exemptions: Seniors aged 70 and above are automatically exempt and do not need a certificate. Beneficiaries of existing government mobility grants (such as the Seniors' Mobility and Enabling Fund) are also exempt.
Stricter Penalties: Riding a mobility scooter on a public path without a valid CMN can lead to fines of up to $2,000, up to six months' jail, or both. Businesses that employ uncertified individuals to use PMAs for work (such as food delivery) face similar penalties.
Registration and Dimensions: Mobility scooters will eventually require mandatory registration, with roving stations for existing users expected by mid-2027. All devices must also adhere to new dimension limits (120cm length x 70cm width x 150cm height) and a laden weight of 300kg to be legal on public paths and transport.
